PROBLEM TO BE SOLVED: To simply and reliably register addresses not so far registered in an address database, and increase reading performance by taking even unregistered addresses as ones that have already been read if they are reliable. SOLUTION: An address registration candidate determination part 2 checks reading results unregistered in the address database 4 for errors, and holds them in an address registration candidate database 3 along with frequency information and reading performance improvement rates. According to the information registered in the address registration candidate database 3, the reading results unregistered in the address database 4 are checked for reading quality, and unregistered addresses are registered in the address database 4.
