PROBLEM TO BE SOLVED: To improve design effect and advertisement effect by making a primary panel body illuminate uniformly over the entire surface without dark lighting parts nearby bases of a fluorescent lamp even when the panel primary body which is sized including the base parts of the straight-bulb fluorescent lamp is used, and not spoiling the appearance by making upper and lower parts of a frame narrow. SOLUTION: In a lighting system for advertisement, reflecting plates 31 for bases are arranged which cover peripheries of bases 7 of fluorescent lamps 6. A reflecting surface 47 which reflects light of the fluorescent lamps 6 is formed on a nearly whole area of the back of the primary panel body 41 which covers an opening part 12 of a case 2. Light transmission holes 46 for light transmission are bored in the reflecting surface 47 in horizontal and vertical arrays and made gradually larger in diameter in the horizontal direction of each fluorescent lamp 6 from the vicinity of the fluorescent lamp 6, and far away from the fluorescent lamp 6. The light transmission holes 46 are made gradually larger in diameter in the vertical direction of the fluorescent lamp 6 from the vicinity of bases 7 of the fluorescent lamp 6, and far away from the fluorescent lamp 6.
