PROBLEM TO BE SOLVED: To provide a poultice having excellent adhesion and re-adhesion force for a long time, therefore, capable of applying a medicament to the skin for the long time, capable of being again adhered thereto, and having an excellent sense of use with suppleness and low irritation to the skin. SOLUTION: This hydrous pressure-sensitive adhesive composition contains polybutene, a nonionic surfactant, and an oil-absorbing inorganic powder. The polybutene is mixed into the composition in an amount of more than 5.0 mass% and not more than 20.0 mass% based on a total amount of the hydrous pressure-sensitive adhesive composition.
