<p><P>PROBLEM TO BE SOLVED: To secure a substitutional communication line even if a specific communication line cannot be used to certainly transmit information including information necessary for disaster prevention coping or earthquake focus information at the time of earthquake occurrence. <P>SOLUTION: This disaster prevention information-communicating terminal 11 has one specific communication line and a plurality of substitutional communication lines 12-14 connectable as a communication line for establishing connection with a center device 1 to perform communication, and establishes the connection of the specific communication line to transmit the information. When the specific communication line becomes non-communicable, the terminal 11 establishes the connection of at least one of the plurality of substitutional communication lines from the terminal 11, maintains a state that the connection is kept to be established, and performs the transmission of the information. The terminal 11 occasionally transmits information for confirming a state on the terminal side to the center device 1 at normal times.
