VIDEO PROCESSING APPARATUS AND METHOD

PROBLEM TO BE SOLVED: To process an input video signal at an ideal frame rate without being affected by fluctuation of a frame rate at which the video signal is input.

SOLUTION: When input completion is reported from an input report part 107 to a timing report part 114, processing is not requested from the timing report part 114 to an encoding part 108 in the case that a system time T shown by a timer 113 is earlier than a reference processing time TO exceeding a time longer than an allowable error timeε. The encoding part 108 executes encoding processing with the reference processing time TO as a time stamp TS in the case that the system time T is earlier or later than the reference processing time To within the allowable error timeε. In the case that the input completion is not reported from the input report part 107 though the system time T passes the allowable error timeεfrom the the reference processing time TO, the encoding part 108 encodes and records an immediately preceding image remaining in an input buffer 106, with the reference processing time TO as the time stamp TS.
