<P>PROBLEM TO BE SOLVED: To provide a game medium dispensing system which can suppress the generation of a multiple debtor by properly and efficiently preventing an excessive indulgence when the game medium is provided to game players through an electronic money corresponding medium, and to provide a dispensing limiting method for the game medium. <P>SOLUTION: The transaction history (the date of a transaction, the kind of the transaction, and the amount of money for the transaction) of the electronic money is stored in a cellular phone terminal unit 90. When the issuing operation of a prepaid card PC using the electronic money is performed in an electronic money terminal unit 70, whether the issuance of the prepaid card PC is permitted or refused is judged from the transaction history.
