Capacitor comprises an anode based on niobium with a BIAS-independent capacitance. Independent claims are also included for: (a) the anode based on niobium with a BIAS-independent capacitance containing 10-10000 ppm vanadium; and (b) a process for the production of vanadium-containing powder based on niobium comprising mixing vanadium powder and/or a vanadium compound with niobium metal, niobium oxide and/or niobium oxide hydrate; drying; calcining; reducing the mixed oxide to vanadium-containing niobium suboxide or niobium metal; and optionally reducing. Preferred Features: The anode consists of a niobium core and a suboxide layer. Reduction of the vanadium-containing mixed oxide to vanadium-containing NbO 2 is carried out at 1000-1500[deg] C in a hydrogen stream.
