<P>PROBLEM TO BE SOLVED: To manage payment relating to the withdrawal of cash or the transfer operation of cash to another account by an ATM device with a cash card without requiring an operation for setting restriction on the transfer operation to another account or cash withdrawal by the ATM device with the cash card from the saving account of a depositor, or opening a plurality of accounts. <P>SOLUTION: The accounts of a depositor are divided into an account for permitting cash card payment and an account for prohibiting cash card payment, and in the case of the withdrawal of cash or the transfer to another account and the display operation of balance information by an ATM device with a cash card, it is not connected to the account for prohibiting payment but connected only to the account for permitting payment. When a depositor actually wants to perform payment from the ATM device by using the cash card, a sum to be paid is preliminarily moved from the account for prohibiting payment to the account for permitting payment.
