PROBLEM TO BE SOLVED: To provide good operability and controllability with reflecting an output condition of an engine with a simple structure in relation to an output control device and an output control method for a working machine. SOLUTION: The output control device for the working machine including an engine 1 and a fluid pressure pump 2 and controlling output range of the fluid pressure pump 2 according to rotation sped of the engine 1 is provided with an engine torque calculation means 3b calculating engine torque which the engine 1 can output and a pump output control means 3c executing output regulation control for regulating absorption torque of the fluid pressure pump 2 to the engine torque calculated by the engine torque calculation means 3b or less before fluctuation of engine rotation speed.
