<P>PROBLEM TO BE SOLVED: To provide a semiconductor device capable of improving an overcurrent protection function performed by a protection element. <P>SOLUTION: An I/O cell 14 includes a pad 2, an output buffer and input buffer connected to the pad 2, a power supply wiring 3 formed by using the same wiring layer as that of the pad 2, and a clamp diode (an anode region 29 and a cathode region 31) being the protection element connected between the pad 2 and the power supply wiring 3.
