<P>PROBLEM TO BE SOLVED: To provide a means for specifying control authority for consignment service in an SLA (service level agreement) which is concluded between a consignee and a consignor, and for controlling the consignment service at the discretion of the consignee within the scope of authority, and to provide an operation means for an outsourcing system by means of which the SLA, such as the control authority, can be improved consecutively. <P>SOLUTION: When outsourcing a business service, agreement is concluded regarding the functions, performance, reliability, and charging for the business service. A consignee company collects/accumulates operational information of the business system that executes consignment service, and diagnoses the operation information, based on the SLA and a business rule. As a result of the diagnosis, when it is determined that it is necessary to control the business system, the business system is controlled, according to the diagnosis result. Furthermore, the operational information of the business system is used to prepare an amendment of the control authority for the business system specified in the SLA, and the amendment of the SLA is evaluated from the viewpoint of maximum total profit for the consignee and the consignor.
