<p><P>PROBLEM TO BE SOLVED: To make it possible to improve a device which carries a security chip in terms of cost and circuit packaging. <P>SOLUTION: Inside the security chip 23, a pair of public keys consisting of a public key 54 (public keys from 54-A to 54-D in a figure) to be used in encryption processing by prescribed public key cryptography, and a private key 61 to be used in decode processing corresponding to the encryption processing are mounted on a nonvolatile memory 32 (private keys from 61-a to 61-d in a figure) in which a plurality of pairs can be stored. On this occasion, each of public keys and private keys is attached with an ID which uniquely specifies itself, and is managed by the ID. For example in the figure, IDs of public keys from 54-A to 54-D are set from A to D respectively, and IDs of private keys from 61-a to 61-d are set from a to d respectively.
