PROBLEM TO BE SOLVED: To provide a tool for accurately placing a load on a base isolation member when the base isolation member is installed at site when an existing column is modified for base isolation and enabling a base isolating modification construction providing the sense of security with respect to strength. SOLUTION: This tool comprises a base plate 10 having a hole 11 formed at the center part thereof and a plurality of grooves 12 radially formed on the upper surface thereof, a piston 20 engaged with a fitting hole 11 in the base plate 10 and having, on its lower surface, a projected part 21 constraining a horizonal force, a recessed part 31 storing the piston 20 and having a tapered surface 32 with inclinations gradually increased in height toward the periphery formed on the outside of the recessed part 31, and a plurality of wedges 40 fitted to the grooves 12 of the base plate 10. A fluid pressure is applied to the upper part of the piston in the placed state of the rubber support 1 on a cylinder 30. When the fluid pressure reaches a prescribed pressure, the wedges 40 are fixedly struck into the grooves 12 of the base plate 10 so as to push up the tapered surface 32 of the cylinder 30.
