PROBLEM TO BE SOLVED: To provide a cooling system for the hot-rolled steel strip for stably strongly cooling even a steel strip having no tension on a runout table from the final finishing mill to a coiler, and to provide its cooling method and the manufacturing method of the hot-rolled steel strip. SOLUTION: Underside cooling boxes 12 are installed between transfer rolls 11 on a runout table 3 where the steel strip 13 is transferred and upside cooling boxes 14 which are ascendable and descendable from the line in a position opposite to the underside boxes. Cooling water is jetted vertically symmetrically to the steel strip and the steel strip is made to pass through approximately center part where the cooling-water streams from upper and lower parts are joined. Dewatering rolls 16 which are the same in the peripheral speed as the transfer rolls are installed freely ascendably and descendably at least on the outlet side and the dewatering rolls which are lowered while rotating at the same time when the nose of the steel strip is passed through the cooling system and simultaneously the steel strip is cooled by lowering the upside cooling boxes.
