<P>PROBLEM TO BE SOLVED: To provide a rewritable optical information recording medium having a same capacity as that of a DVD-ROM, having good recording characteristics during high linear speed recording, and high storage stability, and a recording method. <P>SOLUTION: This optical information medium is configured by sequentially depositing a first dielectric layer 2, a phase-change recording layer 3, a second dielectric layer 4 and a metal reflective layer 6 on a transparent substrate 1 in this order by sputtering, and depositing a third dielectric layer 5 made of a material other than a sulfide between the second dielectric layer and the metal reflective layer. When optical information is recorded in the optical information recording medium, in the recording method, the emitted waveform of a laser beam formed as a recording pulse string constituted of pluralities of ON-pulses and and OFF-pulses, is recorded by continuously changing a recording frequency from an inner periphery to an outer periphery or from the outer periphery to the inner periphery in accordance with a recording radial position.
