PROBLEM TO BE SOLVED: To provide a means for producing a cosmetic for making pores inconspicuous. SOLUTION: The method for producing a powder-containing cosmetic comprises (1) measuring diffused transmittance of powder itself and diffused transmittance of powder in a wet state with oils and fats and selecting powder in which the value of the latter is larger than that of the former or which has no change in diffused transmittance, (2) measuring gloss value of powder itself and gloss value of powder in a wet state with oils and fats, selecting the spherical powder in which the gloss value in the wet state is lower than the gloss value of the powder itself and selecting spherical powder having 3-20μm particle diameter as powder for filling pores from the powder selected from (1) and (2).
