PROBLEM TO BE SOLVED: To provide a fertilizer raw material obtained by particularly utilizing fly ash of industrial waste and livestock excreta having much of a problem as the pollution by livestock to convert the inorganic fly ash to an organic material, a fertilizer or a fertilizer for paddy rice culture containing the same and a method of manufacturing the same in the manufacture of the fertilizer effectively utilizing the waste. SOLUTION: The organic silicate fertilizer is manufactured by adsorbing the livestock excreta to the fly ash and fermenting. That is, the fly ash is housed in a bag made from a base material having high strength and excellent penetration of a liquid and the fly ash-housing bag is dipped into a livestock urine pond to adsorb the urine liquid to the fly ash to be saturated and transported to a fermentation plant to carry out the fermentation. The fertilizer obtained by mixing a potassium fertilizer with the organic silicate fertilizer is used for the fertilizer for paddy rice culture. COPYRIGHT: (C)2007,JPO&INPIT
