PROBLEM TO BE SOLVED: To provide a paper sheet treatment device capable of ensuring the consistent scraping force in comparison with a paddle roller in which a plurality of fins of each one unit are provided around a rotary body part without being affected by the thickness of stacked paper sheets. SOLUTION: A bind device for jogging predetermined paper sheets 3' and temporarily storing them comprises a paper sheet conveying unit 10 for conveying the paper sheets 3' to a predetermined position, and a binder paper jogging unit 30 for jogging a plurality of paper sheets 3' to be conveyed by the paper sheet conveying unit 10 and temporarily storing them. The binder paper jogging unit 30 has a paddle roller unit for jogging leading tips and side ends of the paper sheets 3' at the reference position. The paddle roller unit has a double fin structure in which a plurality of multiple fins each consisting of two or more fins with the predetermined thickness and the predetermined elasticity overlapped each other are provided around a rotary body part.
