<P>PROBLEM TO BE SOLVED: To provide a Western-style toilet seat, a washing stand and a nozzle adapter for changing a water jetting direction which are sterilized and sanitized at all times, an apparatus effective for sanitizing discharged water and an apparatus capable of additionally coating a photocatalyst or the like easily. <P>SOLUTION: An apparatus for detecting that there is no human body around the toilet seat and the washing stand or the like is provided, and when there is no human body, a sterilizing and sanitizing light source for irradiating the toilet seat, the washing stand and the nozzle adapter for changing the water jetting direction, etc., with ultraviolet rays for sterilization and sanitization is energized, and the photocatalyst for increasing the sterilizing and sanitizing effect is coated on the irradiation object.
