PROBLEM TO BE SOLVED: To provide an operating device which can simultaneously perform both control for selecting a key-arrangement area arranged on a key-arrangement screen and control for selecting an instruction key arranged in a key-arrangement area based on a tilt of the operating device in a key-arrangement screen arranged with the plurality of key-arrangement areas in which the plurality of instruction keys are arranged, and also provide an operating system. SOLUTION: A tilt angle detecting part detects a tilt of an operating device to output posture signals. On a fifth key-arrangement screen 37 arranged with a plurality of key-arrangement areas 38 in which a plurality of instruction keys Km are arranged, the movement of an area-selecting cursor 42 which selects one of the plurality of key-arrangement areas 38 arranged in the fifth key-arrangement screen 37 and the movement of the cursor which selects one of the plurality of instruction keys Km arranged in the key-arrangement areas 38 are performed by different kinds of cursor-moving control based on the posture signals.
