PROBLEM TO BE SOLVED: To automatically (without coding by a user) create a program for achieving functions such as relation check or the like between a plurality of items of input data, in a program creating device for creating a program for inputting data corresponding to the plurality of items and executing predetermined processing based on input data of each item. SOLUTION: Definition information of the plurality of input items and a plurality of pieces of relation definition information indicating the relation between any of the plurality of items are previously stored in an input screen item definition table 102. A program creating section 104 creates "a first program code for displaying an input screen for inputting data corresponding to each item" based on the definition information of each item, and creates "a second program code for performing each relation check processing for determining whether relation between data corresponding to respective items input from the input screen corresponding to the first program code establishes the relation definition information" based on each relation definition information.
