PROBLEM TO BE SOLVED: To prevent double encryption so that communication over a network will not slow down. SOLUTION: A double encryption preventing device is provided with a decryption processing section 103a, which determines whether the data inputted from a sender's terminal is encrypted. When the inputted data are encrypted, the decryption processing section 103a decrypts the inputted data and supplies the data to VPN routers 102A and 102B. When the inputted data have not been encrypted, the decryption processing section 103a supplies the inputted data to the VPN routers 102A and 102B without decrypting the data. Whether the data is encrypted by the sender's terminal which transmits the data, the decryption processing section 103a always supplies unencrypted plain text data to the VPN routers 102A and 102B so that the data will not be doubly encrypted, even if encryption is performed by the VPN routers 102A and 102B.
