PROBLEM TO BE SOLVED: To provide a universal head apparatus capable of constructing a simple and image-recordable monitoring system by using an imaging apparatus on the market. SOLUTION: The universal head device is provided with a main body 6 installed on a supporting surface such as a floor and a desk. A tilt mechanism and a panning mechanism are integrated into the main body 6. A slot 7 for loading a memory card such as a CF card and a slot 8 for loading a removable HDD (hard disk device) 9 such as an iVDR are provided to the main body 6.
