PROBLEM TO BE SOLVED: To provide a color electronic paper display device which is manufactured with ease, and with which a bright display is attained. SOLUTION: The color electronic paper display device is constituted of: a TFT substrate 9 with a CF attached thereto, which has an uneven layer 46 formed on a glass based TFT substrate 45 with reflection electrode controlling TFTs and pixel electrode controlling TFTs arranged in an insulating film on a glass substrate, reflection electrodes 47 formed on the projecting and recessing layer and connected to the reflection electrode controlling TFTs, a color layer 48 formed by arranging R, G, B color filters on respective positions of the reflection electrodes on the reflection electrodes and the projecting and recessing layer, and comb-like pixel electrodes 49 formed on positions of the respective color filters on the color layer and connected to the pixel electrode controlling TFTs; a film shaped EPD film 8 which is laminated on the upper surface of the TFT substrate with the CF attached thereto and in which microcapsules 43 are laid and sealed therein with a binder 44; and a counter substrate 7 which is composed of a PET substrate 41 laminated on the upper surface of the EPD film and equipped with a counter electrode 42 on the lower surface.
