The invention relates to an universal Ethernet telecommunications service (UETS) combining the characteristics of the telephone network, local area network and the Internet in order to provide broadband integrated services using the telephone and electric network infrastructure. User-network communication extends the Ethernet local network to the infrastructure of the operator in the "Ethernet domain", which differs from the Internet "IP domain". The access device provides telephone services over packets and is powered by telephone pairs, which ensures an emergency call due to the fact that the central unit is equipped with a battery and a power control to save energy. Terminals are also defined with a simple supervisor in order to support applications used in the Internet, which communicate in the Ethernet domain by means of the LLC/MAC or TCP/IP protocols and in the IP domain by means of the TCP/IP protocols.
