The device (10) has a carrier (14) with a rear main body (16) which is mounted on upper end of a driving shaft coaxial to a vertical axis (A). A front head (18) is mounted rotating with respect to a front longitudinal end (16b) of the body around a longitudinal axis (B). The head has an intermediate articulation rod (20) with rear section (20a) that is mounted rotating in the end (16b). The carrier has an intermediate mounting covering that is mounted rotating around the axis (B) and is fixed to the body after mounting of the section in the covering having an upper annular socket.
