A fuel reforming apparatus which is constructed in a simple structure to improve reaction efficiency and thermal efficiency, and can maximize thermal efficiency and operation efficiency by easily controlling thermal energy required in the entire operation of the apparatus, and a fuel cell system comprising the same are provided. In a fuel reforming apparatus(20) for reforming a hydrocarbon fuel to generate a reforming gas containing hydrogen, and supplying the reforming gas into a fuel cell body, the fuel reforming apparatus comprises: a burner part(25) for burning the fuel together with air to generate a flame; a reforming reaction part(30) for receiving thermal energy by the flame to generate the reforming gas by reforming reaction of the fuel with steam; an evaporation part(35) which has a pipeline for flowing the fuel and water, and is disposed along an injection direction of a flame injected from the burner part to the outer side of the burner part to vaporize the water by the flame and supply the fuel and steam to the reforming reaction part; and an air ejection part disposed in a direction corresponding to the flame injecting direction to eject additional air in the flame injecting direction relative to the evaporation part.
