A method and an apparatus for controlling a room heating operation using a boiler are provided to easily control the preset indoor temperature through a double PID control structure. An apparatus for controlling a room heating operation, comprises a first PID controller(300) for calculating a preset value for an appropriate floor temperature by comparing a preset temperature and a room temperature; and a second PID controller(400) for performing PID control so that the actual floor temperature tracks the floor temperature calculated by the first PID controller. The first PID controller performs PID control by taking, as an input, the preset value of the preset temperature and room temperature. The second PID controller receives a hot water temperature of a boiler and a floor temperature as a control signal for the first PID controller and an actual floor temperature.
