An apparatus for manufacturing a wrapper is provided to reduce the entire number of equipment and space by installing a pivot adjustment part. An apparatus for manufacturing a wrapper includes an unwinder(10), a coating part, a pivot adjustment part(40), a slit part(50), and a winder(60). A printed wrapper is wound on the unwinder. The coating part performs a coating operation on the wrapper supplied from the unwinder. The pivot adjustment part adjusts lateral inclination of the wrapper passed through the coating part to uniformly maintain a cross-section of the wrapper. The slit part cuts both unnecessary parts of the wrapper, a position of which is precisely adjusted by the pivot adjustment part. The winder winds the wrapper passed through the slit part. The coating part includes a wax coating part(16), and a resin coating part(18). The wax coating part performs a wax coating process on the wrapper. The resin coating part performs a resin coating process in a printed surface of the wrapper.
