PROBLEM TO BE SOLVED: To provide a small type optical controller, an optical control element, and a photographing device, capable of adjusting a light intensity to two or more steps of levels by power saving. SOLUTION: A first plate having an optical aperture, a scond plate which has an optical aperture opposing the former aperture and is expanded and contracted by switching on-off a voltage thereto, and a control part for controlling relative positions of the first plate aperture and the second plate aperture by expanding and contracting the second plate by controlling to switch on-off the voltage to the second plate, are provided.
