PROBLEM TO BE SOLVED: To provide a steel pipe applicable to use requiring local buckling performance such as a pipeline even in the case of a yield shelf model, and to provide a pipeline using the steel pipe. SOLUTION: The steel pipe has a yield shelf type stress strain curve. The end point strain of the yield shelf is <1%, and also, in the case the strain is 1.0%, 2.0%, provided that each stress is defined asσ<SB>1.0</SB>,σ<SB>2.0</SB>,σ<SB>2.0</SB>/σ<SB>1.0</SB>satisfies≥1.04. In the steel pipe having a yield shelf type stress strain curve, the value obtained by dividing the stress in a point at which strain value is increased by 1% from the end point of the yield shell on a stress strain curve by the stress in the end point of the yield shell is≥1.04.
