PROBLEM TO BE SOLVED: To dispense with a wide installation space, and to perform stable lifting action by a relatively less consumption of city water. SOLUTION: The lifting device 10 is provided with a lifting body 12 liftably arranged in a building and having a getting on part 11 capable of getting on/off human being M; a plurality of chains 13a, 13b, 14a, 14b laid between the building and the lifting body 12 in the state that the lifting body 12 is hung down; and hydraulic cylinders 15, 16 having piston rods 15a, 16a expanded/contracted by a pressure of city water in the state that they are engaged with a part of the chains 13a, 13b, 14a, 14b. The hydraulic cylinders 15, 16 are fixed to a part of the building and the chains 13a, 13b, 14a, 14b are bent to the U shape and are restored by the expansion/extraction action of the respective piston rods 15a, 16a.
