PROBLEM TO BE SOLVED: To provide a cutter, which secures the quality of a product and improving the production efficiency, and also to provide a forging machine including it. SOLUTION: This cutter includes: a cutting device for cutting a wire rod fed from the outside as a wire rod piece of a predetermined length from the leading end; and an interlocking operation mechanism for taking out the wire rod piece, then drawing out the wire rod from the outside and feeding the same into the cutting device to perform cutting by the drive of a motor, thereby obtaining the next wire rod piece. The interlocking operation mechanism includes: a wire rod supply roller for drawing out the wire rod from the outside and feeding the same into the cutting device, interlocking with the motor; a transmission wheel, interlocking with the motor and disposed so that the axis of rotation is vertical to the drawing direction of the wire rod and to abut on the stroke of cutting the wire rod and taking out the wire rod piece to the outside; and a rocking member disposed so that the turning axis is vertical to the drawing direction of the wire rod, and linking with the wire rod supply roller through a transmission mechanism mainly composed of a reciprocating link.
