PROBLEM TO BE SOLVED: To achieve the distribution of a great amount of information at a high speed to a plurality of mobile communication terminal devices by making the most use of short message transmission capability, IP communication capability, and information processing capability or the like possessed by the mobile communication terminal device itself such as a mobile phone. SOLUTION: A mobile terminal 200 is hierarchized and managed by a distribution server 300. "Primary information distribution portable terminal" (portable terminal 200 to which information is directly distributed from a distribution server 300) receives distribution of information by an SMS center push system. The "primary information distribution portable terminal", once receiving a short message, starts a self terminal application, and refers to an "information untransmitted terminal"(portable terminal 200 not yet receiving distribution of information) using TCP/IP communication for the distribution server 300, and transmits the short message to the information untransmitted terminal".
