PROBLEM TO BE SOLVED: To provide a developer for electrostatic latent image development capable of stably controlling the toner concentration during image formation and capable of forming an image of good image quality. SOLUTION: When an image is formed on a recording material in an image forming apparatus 100 including an image forming section 1, a recording material supply section 2, an image fixing section 3 and a control section 4, the developer for electrostatic latent image development is used which contains a toner for electrostatic latent image development containing colored resin particles comprising a polyester resin-containing binder resin and a pigment, and hydrophobic plasticizer particles sticking to the surface of the colored resin particles, and a carrier, and has a relative magnetic permeability of 1.65-2.
