PROBLEM TO BE SOLVED: To provide a powder removing method and a powder removing device which satisfactorily remove powder in a case. SOLUTION: A cleaning device 100 for cleaning a developing device 28 comprises an air supply port 108 for supplying air to the developing device 28, a discharge tube 112 to which a pump 116 for sucking air in the developing device is attached, and a motor 110 for rotating an end part 112a of the discharge tube 112 in the developing device 28. Air in the developing device 28 is sucked by the cleaning device 100 while rotating the end part 112a of the discharge tube 112 in the developing device, whereby a revolving flow of air is generated in the developing device 28 to remove a developer remaining in the developing device 28.
