PROBLEM TO BE SOLVED: To provide a snow melting system and its construction method for providing the sufficient snow melting effect by enhancing snow melting efficiency, enhancing economic efficiency, reducing weight and cost of the whole snow melting system, and enhancing workability and working efficiency by facilitating construction. SOLUTION: Backing materials 6 are constructed in a foundation surface part Ro of a roof R. Flexible snow melting sheets 2 of storing powder materials 4 of radiating far infrared radiation by heating by current-carrying and ribbon-like conductive wires 5a, 5b, etc. of carrying an electric current to these power materials 4 in sheet-like packages 3 are constructed on an upper surface of these backing materials 6. The snow melting sheets 2 are contacted in a surface with or approached to an under surface of roof materials T by constructing the roof materials T on these snow melting sheets 2.
