PROBLEM TO BE SOLVED: To provide a vehicle management system capable of being easily operated even in the case of a post-attachment by holding down a cost. SOLUTION: An in-vehicle device 1 stores a communication log 7 containing a vehicle ID and a mobile-machine card ID, and transmits the communication log 7 to a center 5. The center 5 stores the communication log 7 containing the vehicle ID and the mobile-machine card ID, and controls data while containing the updates of the vehicle ID and the mobile-machine card ID by comparing the communication log 7 and the communication log 7 from the device in a communication after a first time with the device 1.
