PROBLEM TO BE SOLVED: To provide a communication management apparatus, a device, and a communication system whereby a terminal can freely communicate with the device via a network while realizing low power consumption of the device being a communication opposite party of the terminal and efficient utilization of resources. SOLUTION: A server 104 acquires reconnection information denoting reconnection of the communication with the server 104 after interruption of the communication from the device 101. A management table storage section 143 of the server 104 stores the reconnection information. A start instruction section 183 of the device 101 starts a main processing section 107. A sub communication section 181 interrupts the communication with the server 104 and a main communication section 171 makes a reconnection request to the server 104. When the management table storage section 143 stores the reconnection information, a server control section 142 of the server 104 permits the reconnection and a server communication section 141 transfers the information transmitted from the terminal 102 to the device 101.
