<P>PROBLEM TO BE SOLVED: To prevent the head of data of voice input by a user from being omitted since it is not transmitted. <P>SOLUTION: A device for inputting voice for a portable apparatus having a wireless component 200 transmitting the input voice and operating a battery as a power source, includes a voice data accumulation device 400 which stores the input voice temporarily, a silent state detection part 201 which detects the presence/absence of silence in voice from a microphone 300 to the wireless component 200, a sleeping state transition part 202 which transits the wireless component to sleep when silence is detected, a voice data compression/output part 403 which compresses voice for a transmission time to the voice stored temporarily and outputs the voice to the wireless component, a voice input detection part 401 which detects the voice from the microphone and outputs compressed voice from the voice data compression/output part after the transmission time passes after detecting input of the voice to the wireless component, and a power-feeding state transition part 402 which feeds power to the wireless component of the sleep in the case of detecting the voice from the microphone.
