PROBLEM TO BE SOLVED: To reduce man-hours for designing a control system while avoiding a problem wherein dispersion occurs in an EGR amount increasing the amount of harmful substances in exhaust gas. SOLUTION: Target values are set for a plurality of parameters including an intake air amount 11, supercharger pre-pressure 12 and scavenging pressure 13 which can be detected and whose values can be determined to control the EGR amount. The EGR amount is controlled by performing multi-input/multi-output feedback control to input the operation of a plurality of valves 34, 45, 42 for outputting/changing the parameters.
