PROBLEM TO BE SOLVED: To achieve efficient change of tools by reducing a time required for opening and closing an ATC shutter and changing the tools. SOLUTION: In an opening and closing system of the ATC shutter, with the rotating operation of a rotary arm 2 put in the state of holding the tool 3, the ATC shutter is opened and closed at a machining room to change the tools 3 between the inside and the outside of the machining room. This control system of the ATC shutter 1 is based upon the concurrent progress of the rotary operation of the rotary arm 2 to carry the tools 3 into the machining room and the opening operation of the ATC shutter 1. When the opening of the ATC shutter 1 is stopped in the midway stage, a stop command signal is generated to a driving source for the rotary arm 2 according to the fact that a signal for informing entering of the midway stage is not input although the rotary arm 2 reaches a predetermined rotating angle, thereby avoiding the trouble of a collision of the rotary arm 2 with the ATC shutter 1.
