<P>PROBLEM TO BE SOLVED: To provide an optical recording medium and optical information recording method by which hologram information can be accurately recorded at a prescribed position. <P>SOLUTION: The optical recording medium 1 is a medium of a shift multiple recording system provided with a hologram recording layer for recording an interference pattern between information light and reference light as information. The hologram recording layer and a tracking reflection layer are laminated in a control area 9, a test area 10 and a user area 11, and an address signal for accurately defining an irradiation position of the information light and the reference light is recorded beforehand on the tracking reflection layer. A recording condition is recorded beforehand as emboss pit information on the tracking reflection layer of the control area 9 by a medium manufacturer.
