<P>PROBLEM TO BE SOLVED: To provide an unauthorized use prevention system at the time of theft or loss of a cash card with less investment which is easy for a financial institution to prevent a transaction crime using a forged cash card and ATM by improving credit guarantee of the cash card without changing a constitution of the ATM system considerably. <P>SOLUTION: The unauthorized use prevention system creates a first cash card C1 and a second cash card C2 as a pair, sets high and small payment limits for cash card, sets the small payment limit for the first cash card C1 for daily use, and sets the high payment limit for the second cash card C2.
