<P>PROBLEM TO BE SOLVED: To control generation of reaction on the hand of an operator when a hydraulic pump is stopped by a simple configuration, and to immediately stop the hydraulic pump. <P>SOLUTION: A power steering valve 29 switches supply of pressure oil from the hydraulic pump 11 on the basis of the operation of a steering 14. A power steering cylinder 22 includes oil pressure chambers 22a, 22b to/from which the pressure oil from the pump 11 is supplied/discharged. The pressure oil is supplied/discharged to/from the oil pressure chambers to steer a steered wheel 15. A bypass circuit 23 enables the communication of the oil pressure chambers 22a, 22b. A switch valve 24 switches the bypass circuit 23 to either a communication state or a shutoff state. A pump stop timing determination device 30 determines the stop timing for stopping the operation of the pump 11.
