PROBLEM TO BE SOLVED: To provide a carrier for electrostatic charge image development which prevents generation of fine powder due to breaking of the carrier by enhancing fluidity, whereby voids in an image due to fine powder are not generated, and an image forming method and an image forming apparatus. SOLUTION: When the carrier is a carrier for electrostatic charge image development having a covering layer on the surface of magnetic material particles, a total amount of energy from a packing surface of the carrier to a depth of 70 mm at a tip speed of a blade of 100 mm/s and an ingress angle of the blade of -5°in a powder rheometer is 1,500-3,000 mJ. For a carrier for electrostatic charge image development having a covering layer on the surface of magnetic powder dispersed particles, such a total amount of energy is 1,000-1,500 mJ.
