The device has a dosing cylinder (8) delivering a paint (14) into a painting cloth cylinder (7), where the painting cloth cylinder contacts with a printing cylinder (5) that guides a print substrate (4). A paint immersing roller (9), the dosing cylinder and the painting cloth cylinder and the printing cylinder are rotatably supported together in an opposite direction. Riding rollers (20, 21) interact with a casing (8a) of the dosing cylinder and distribute the paint along the casing of the dosing cylinder. An independent claim is also included for a rotary printing press for printing a print substrate.
