<P>PROBLEM TO BE SOLVED: To solve bottlenecks in computerization of electronic manifest (electronic M), in which it is difficult for a company which can not operate PC to participate in the electronic M because participation of three companies of discharge company, collection and transport company and disposal company are required, and under the principle of one number-one waste in electronic M/EDI-version connection specification, processing is complicated while one item-multi-waste is frequent in information processing of industrial waste. <P>SOLUTION: A subscriber for an electronic M registration/application service provider (ASP) enters necessary items in a registration form of Fig. 2 in each process of industrial waste. When an own company code is described in a column (β) of the form, the subscriber enters the own company code in a square frame (α) of the form and transmits the form to ASP by FAX. Image information received by APS is converted to computer data (another processing is performed when a plurality of wastes are described in the registration form), registration/application service of the subscriber to electronic M is performed using the data by the electronic M/EDI-version connection specification through a communication network.
