<P>PROBLEM TO BE SOLVED: To electronically generate a valve-related work manual having no duplicate description of an opening and closing condition for a valve needing opening and closing without preparing separate valve-related work manuals for various works. <P>SOLUTION: A work procedure definition table defining, for each work content, valves needing opening and closing for executing the work and a condition definition table defining, for each opening and closing operation of valves, a condition necessary for the operation are preliminarily stored in a storage area. An input designation of work content is permitted through a user interface, and valves needing opening and closing for executing the input-designated work are extracted from the work procedure definition table and temporarily stored, conditions necessary for performing the opening and closing operations of the extracted valves are extracted from the condition definition table, and only non-duplicated conditions of the extracted conditions are temporarily stored.
