PROBLEM TO BE SOLVED: To provide an opening adjusting device capable of setting an opening with simple structure and easily starting or intercepting ventilation. SOLUTION: The opening adjusting device 3 connected to an opening of a draft duct has a cylindrical body 11 through which air-conditioning air flows; a plate-like valve element 12 rotated within the cylindrical body 11 to block the inside of the cylindrical body 11 to thereby intercept the air-conditioning air; and a pin 16 serving as a stopper member for restricting the rotatable position of the valve element 12 in opening the inside of the cylindrical body 11 by rotating the plate-like valve element 12. When the inside of the cylindrical body 11 is opened by rotating the valve element 12, the rotatable position of the valve element 12 is restricted by the pin 16. The inside of the cylindrical body 11 is thereby opened only up to the restricted position of the valve element 12, and a preadjusted quantity of air flows. When closing the inside of the cylindrical body 11 by rotating the valve element 12, there is no restriction by the pin 16.
